Go to the user setting and tick the sale review manager access option.

Go to the sales settings and set the default review template configuration.
To give a review, open the sale order from the portal and click on the submit review option.
Add a rating and instructions here and confirm your rating and reviews.
After that, the 'Thanks' wizard will appear.
